"In many spaces, capitalized water has therefore arrived through the matter’s capture and compression in the form of “prepaid metering,” in which water is paid for before its use via a small metering device installed in the private home that blocks supply unless there is paid credit, effectively re-rendering people’s neutral position as “waterless,” a notion at deep odds with the very definition of human survival. The meter, with its robotic and relentless economic exchange, threatens the body with its own disappearance through credit and debt, where existence is literally made payable upfront."
